1.INTEGRATION OF THE 400 KV INTERCONNECTION LINE “TIRANA 2 – KOSOVO B
Project financing is done by the German Government through KfW Bank.
The 400 kV line will have a length of 242 km (162.5 km new line and 80.5 km complement of second district in the first part of the completed line Tirana - Podgorica), 155.5 km in the territory of Albania. The project has entered the phase of the impoundment and is expected to be fully operational by 2016.
The central unit of the new SCADA / EMS system and facilities for its use are temporarily located in the control Room of 400 kV substation “Tirana 2”.
This project is very complex and includes:
- The telecommunication system, which includes the extension of about 450 km of Optical Fiber (OPGW) and other telecommunication equipment such as RTU, PLC, MUX, PABX, providing data acquisition for SCADA and EMS systems from Transmission System Substations, KESH power plants and OSHEE main substations. .
- SCADA System with Data Collection, Event Processing, Calculation of Data, Parameter Limit Monitor, Reporting, Remote Command, etc .. li>
- Energy Management System (EMS) with load forecasting functions, Hydro Reserves Management,, Generator Engagement, Transaction Evaluation, Status Estimation, Power Flow Calculation, Insecurity Analyzes, etc.
- Automatic control of generators (AGC) of the Drin Cascade for frequency – power controlling.
- The new building of the dispatcher center and the OST
The SCADA / EMS system enables real-time controlling and monitoring by the national dispatcher center of the power system, optimally operating from a technical and economical point of view, increasing reliability of operation and quality of power supply. It optimizes the joint exploitation of the water reservoir of the Drin cascade, other sources of power generation and exchanges with neighbors. The SCADA / EMS system is a necessary tool for operating in the regional electricity market, for which the Albanian government has received relevant engagements with EU institutions. The system enables the receipt and delivery of real-time data with the neighboring systems with which the OST has interconnection links. The operation of this project is a necessary condition for the operation of our electric power system in parallel synchronous with the European transmission grid in compliance with all the technical criteria, and is the latest technical condition for the allocation participation of OST in European Network of Transmission System Operators for electricity. The project is in the phase of testing, while the new building of the dispatch center and the OST has remained unfinished due to the bankruptcy of contractor Falcione Italy. From numerous meetings with ABB Italia, ABB & Falcione consortium leader, it was agreed that the building will be completed under ABB's responsibility as the lead company of this consortium. The completion time of the building is projected to be the beginning of 2015.
3. Strengthening the 110 kV Transmission Grid in South Albania
The project is funded by a German government loan through the KfW Bank and includes the construction of:
(i) Vlora – Saranda 110kV double line, 105 km long
(ii) Erseka - Përmet 110kV line, 55 km long
(iii) Reconstruction of Korça – Erseka 110kV line, 36km long p>
(iv) Reconstruction of Përmet – Këlcyra – Memaliaj – Ballsh – Fier - 110kV p>
(v) the second circuit of Zemblak – Korça 110kV line p>
(vi) strengthening of Zemblak 400/110kV substation, 150MVA p>
The project is in the implementation phase and is expected to be fully operational by the end of 2015. As you can see, the project has a very broad reach including the western and eastern parts of the south of Albania. The construction of the 110 kV line Babice - Saranda closes in the ring an important part of the 110 kV electrical grid, meeting the N-1 static safety criteria. The line crossing in the Ionian coastline creates the possibility of 110/20kV substation construction in this area, to improve the electrical infrastructure as a necessity for the development of tourism. Strengthening of Zemblak 400/110kV substation and extension of the 110 kV grid in the southeastern area will also close to the ring a part of the existing 110 kV grid. Under these conditions, the possibility of supplying the Southern area, through the Power flow introduced by N / st 400/110 kV of Zemblak, is created. Consequently, the power flux coming from 220 kV grid lines will be reduced by better balancing the South Albanian 220 kV ring, which is a problem for the security of supply of a large area. The 110 kV line in the Vjosa valley will create the possibility of connecting to the transmission grid of a part of the plants that will be built in the flow of this river . p>
The whole project is justified by the elimination of unused power and the great benefit of reducing power losses. p>
The power transmission system represents the assembly of electrical lines, substations and other installations (compensating means, etc.) with voltages ranging from 110 kV to 400 kV, serving for the transmission of electricity and international interconnection.
The lengths of the transmission system lines, according to the voltage level are as follows:
- Transmission lines 400 kV - 245.5 km
- Transmission lines 220 kV - 1102.8 km
- Transmission lines 150 kV - 34.4 km
- Transmission lines 110 kV - 1202.2 km
The above lines also include interconnection lines with neighboring countries as follows:
- Interconnection line 220 kV Fierz (Albania) – Prizren (Kosov)
- Interconnection line 220 kV Koplik (Albania) – Podgoricë (Mali i Zi)
- Interconnection line 400 kV Zemblak (Albania) – Kardia (Greece)
- Interconnection line 400 kV Tirana (Albania) – Podgorica (Montenegro)
Also, a 150 kV voltage line operates between Albania and Greece
The Albanian electricity transmission system is well-interconnected with the neighboring system and has sufficient capacity to carry out the necessary exchanges and required transitions at any time.
The OST has in administration 14 in transformer substations 400/220 kV; 400/110 kV and 220/110 / TM kV with a total power of 3756 MVA.
