The electricity transmission system in Albania is run by the Transmission System Operator (OST sh.a), a public company with 100% state ownership.



The OST was created on 14/07/2004 as a result of the reformation and division of the Albanian Power Corporation from a vertically organized company with generation, transmission and distribution of electricity in three separate companies. The OST carries out the functions of the Transmission Grid Operator, the Dispatch System Operator and the Market Operator.  



OST guarantees transmission capacities need for:  

  • (i) uninterrupted power supply to the Distribution System Substations (OSHEE) and electricity consumers directly connected to the transmission network,
  • (ii)transmission of electricity produced from domestic sources,
  • (iii)as well as for transit and necessary exchanges with the countries of the region.
 

The OST develops the transmission system in accordance with the country's long-term supply requirements with the development of new energy sources and coordinates the development of the interconnection grid with neighboring countries.  

The OST dispatches the power system through the management of power flows in the system, taking into account the realization of all ancillary services related to system stability and exchanges with other systems.  

An important role is also that of the Electricity Market Operator whose functions are gradually being expanded with the steps being taken to create a liberalized electricity market in Albania and the integration of this market into the regional electricity market.

Competencies of the Supervisory Board:

The Supervisory Board appoints the Administrator of the Company.   The Supervisory Board, in the capacity of the supervisory body, observes the implementation of the Company's trade policies and their compliance with the law and the statute. He has the following competences:  
  • control and supervise the administration of the company's business policies by the administrator;
  • to prepare, at the request of the General Assembly, the taking of measures within the competence of the latter to recommend the necessary decisions to be taken and to implement the decisions of the Assembly;
  • convene a general assembly whenever deemed necessary for the interests of the company;
  • to ensure that the company respects the law and accounting standards;
  • review and control the accounting books, documents and assets of the company;
  • ensure that the annual financial statements, performance reports, and other reporting and disclosure requirements, mandatory under the law or statute, are executed accurately by the administrator.
  • These documents should be approved and signed by all members of the Supervisory Board to submit to the General Assembly, together with a Supervisory Board's approval report and a description of management oversight throughout the financial year;
  • to ensure that audit of books and accounting records is carried out at least once a year by an authorized, independent auditor and audit report addressed to the general meeting, made available to all members of the Supervisory Board and the Administrator. The report of the Supervisory Board, mentioned in the letter of this point, should include the opinion on the audit report;
  • to approve the Annual Program and its amendments, as well as the short-term, mid-term and long-term activities of the Company submitted by the Administrator;
  • to approve the opening of activities or new units (branches, representations etc within and outside the territory of Albania) according to the legislation in force;
  • determine the remuneration of the administrator;
  • to approve the creation of new companies and to participate in the capital of other companies within the limits of the law, as defined in Article 5 point 5.1 of this Statute.

Skerdi Drenova

Administrator of TSO


Graduated with the title "Mechanical engineer" at Polytechnic University of Tirana and specialized in "Web Master" at Humber College in Toronto / Canada.

Mr. Drenova started his career in 1996 at the Social Insurance Institute as an English translator for the World Bank consultant group, to continue further with an 18-year experience (1997-2015) as a Senior Manager at the field of production, presentation, management and implementation of television media innovations.

For about 11 years he has held the post of Vice General Manager at Top Channel Television.

In 2015 he took the post of the Chief Inspector of the Territory Defense Inspectorate in the Municipality of Tirana. A post held with dedication until 2018.

On 21.01.2019 with the decision no. 60/1 of the Supervisory Board of TSO, Mr. Skerdi Drenova was appointed Administrator of TSO.
